The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are issued from different nations. Immense energy is expended on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and another blackout.

Persistent Threats

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its target.

Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its favour in the near future.

Divergent Views

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until circumstances change in its favour.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
